Dr. Nabeil I. Al-Madani

ICT Executive

Dr. Nabeil Al-Madani is a highly qualified Executive with extensive experience and a proven track record in management and Information & Communications Technologies (ICT). A strategic planner with a comprehensive understanding of the enabling roles of ICT in enhancing efficiency, improving services, reducing costs, and increasing profitability. An excellent motivator and an articulate but persuasive speaker with knowledge and analysis skills to guide executive management in applying ICT to support the organization’s business objectives. A tough negotiator with a sharp intellect and has all the qualities of a multi-talented professional executive:

Work Experience

Dr. Al-Madani has over 27 years of progressive experience in both industry and academia. His professional career started as a Computer Operator and progressed through several Information Technologies professional and managerial levels culminated into being the Chief Information Officer (CIO) of a Group of companies. Employed by well-renowned companies and international institutions engaged in diversified business ventures including Oil & Gas, Manufacturing, Banking, International and Islamic Finance, Investments, Retail, Consultancy, and Education.

Currently, Dr. Al-Madani is an ICT consultant focusing on strategic planning and introduction of advanced ICT to enhance efficiency, improve services, rationalize costs, and increase profitability in both public and private sector organizations.

In the period from March 2011 to August 2015, Dr. Al-Madani was the Director of the Information Technology Department at Ma’aden Aluminium Company (MAC) (www.maaden.com ) in Ras Al-Khair industrial city, Saudi Arabia. During his tenure with Ma’aden, Dr. Al-Modani’s achievements included:

  • The development of the Ma’aden Group ICT Shared Services (ICT-SS) Program Feasibility Study, program/projects design, team buildup, project management approach, and managed the initiation and setup phases for the same.  
  • Managed Ma’aden Aluminium Co (MAC). ICT strategic plan, policies, programs, computer services, network communications, MIS and MES systems to support corporate goals and business objectives.
  • Developed a 3-year IT Strategic Plan identifying IT needs of MAC and developed KPIs to ensure that the IT Info/Infrastructure capabilities are responsive to the needs of MAC’s growth and business objectives.  
  • Developed and established ISO compliant IT Policies and SOPs.
  • Prepared and monitoring the execution of the annual MAC-IT Work Program and Budget.
  • Overseeing the development, design, and implementation of the MAC-MANAR IT Program (USD 36.4 Million), which included the development of the following:

       Overall Business Systems Architecture

       Oracle HRMS, Payroll, Financials (GL, AP, AR, FA), and Treasury systems

       Oracle Advanced Supply Chain Management (ASCM) system

       Oracle CastHouse Order-To-Cash (OTC) system and interfaces to the Manufacturing Execution System (MES), Rolling Mill OTC, Refinery OTC.

       Oracle Enterprise Assets Management (eAM) and Inventory Management Systems

       Oracle Transportation Management System (OTM)

       Oracle Business Intelligence (OBIEE) system

       Oracle Hyperion System (completed), Warehouse Management System

       MAC-Connect Intranet and Internet Careers Portal

       Engineering Data and Documents Management system (Intergraph-SPF/EDDMS)

  • Reviewing and approving major contracts for ICT Hardware, Software, and services.
  • Overseeing the recruitment, training development, and motivation of the IT staff

 Before joining Ma’aden Aluminium Company, Dr. Al-Madani was the Chief Information Officer (CIO) at Al Fozan Holding Company (FHC), Alkhobar, Saudi Arabia. Al-Fozan Holding Co. ( www.alfozan.com ) is a diversified group of companies engaged in Real Estate Development, Investment Banking, Telecommunications, and Manufacturing. With FHC, he directed and managed the Group’s ICT strategic plan, policies, programs, computer services, network communications, and MIS services. Furthermore, he developed a 3-year ICT Strategic Plan identifying ICT needs of the Group to ensure that the ICT Info/Infrastructure capabilities are responsive to the needs of the Group’s growth and business objectives.  

Earlier, Dr. Al-Madani was the Director of the Information Technology Department at the Islamic Development Bank Group ( www.isdb.org ) based in Jeddah, Saudi Arabia. As the Director ITD, he managed all IT activities and projects for the IDB Group. Furthermore, he was a member of the IDB Group Strategic Planning and Organization Committee. He was also actively involved in several other Committees at the Bank and the Group levels that deal with the management of Information and Communication Technologies, as well as the promotion of e-trade/Commerce among the IDB member countries.

After graduating with a Ph.D. degree in Computer Science and Engineering, he worked for the Institute of Public Administration (IPA), where as an Assistant Professor, he conducted consultancy studies for government ministries and he taught courses in programming languages and Database Management Systems. Early on in his career, he had brief stints at the Riyad Bank and Saudi Aramco, where he gained practical experience in systems analysis, design, and development, as well as in computer networking and project management.

He has in-depth knowledge and extensive experience in both Hardware and Software, having developed Databases, Internet-based application systems and has designed and implemented Local/Wide Area Networks solutions for several private and public sector organizations. He is well versed with security and management issues of enterprise-wide systems and networks.

He earned his B.S. in Computer Engineering (1985) from Oregon State University, Corvallis, Oregon, USA; M.S. in Electrical Engineering from Purdue University (1987), West Lafayette, Indiana, USA; and his PhD in Computer Science and Engineering from the University of South Florida (1994), Tampa, Florida, USA, all with distinctions.
